Kompensationslsungen im Gewsserschutz
Marktwirtschaftliche Anstze der Umweltpolitik werden von konomischer Seite seit langem propagiert. Kompensationskonzepte als eines dieser "flexiblen" Instrumente stehen im Vordergrund der Studie. Waren Kompensationslsungen bislang stets nur im Kontext einer Flexibilisierung der Luftreinhaltepolitik in der Diskussion, so wird hier erstmalig in bezug auf das Medium "Wasser" analysiert und empirisch berprft, ob die Gewsserpolitik durch den Einsatz von Kompensationsregelungen verbessert werden kann. Dazu werden auf der Basis empirischer Befragungsergebnisse technische Kompensationspotentiale abgeschtzt und die Bedingungen untersucht, unter denen ihre Ausschpfung gewsserpolitisch vorteilhaft, kologisch zulssig und mit dem gewsserrechtlichen Gesamtrahmen vereinbar ist. Ziel ist eine umfassende Evaluierung des Kompensationsinstruments fr den konkreten umweltpolitischen Einsatz im Gewsserschutz. Die bisherige, oftmals einseitig theoretisch orientierte Literatur wird damit um eine an den institutionellen Rahmenbedingungen ausgerichtete Studie ergnzt. Empfehlungen zur Fortentwicklung eines marktfreundlichen Rechtsrahmens runden die Untersuchung ab.
