Seit Mitte der 1990er Jahre sind Deutschland und Frankreich mit hoher Arbeitslosigkeit, finanziell berforderten Sozialsystemen und wachsender Staatsverschuldung konfrontiert. Whrend andere OECD-Staaten hnliche Probleme rasch berwinden konnten, wurden wirtschafts- und sozialpolitische Reformen in Frankreich und Deutschland eher zgerlich umgesetzt. In dieser Untersuchung wird aufgezeigt, unter welchen politisch-institutionellen Bedingungen die Durchsetzung umfangreicher Reformen gelang und warum manche Reformversuche scheiterten. Dabei ergibt sich der Befund, dass die Reformfhigkeit einer Regierung in hohem Mae von deren Handlungsstrategie bestimmt wird, durch die die Wirkung vermeintlicher institutioneller Reformhrden und Handlungsressourcen in ihr Gegenteil verkehrt werden kann.
