Die Promotion bei Klaus von Beyme und die Assistenz bei Winfried Steffani sind hervorragende Visitenkarten. Udo Kempf deckt ein breites Spektrum der Vergleichenden Regierungslehre ab. Vor allem aber ist er der Frankreich-Kempf. Seine mehrfach aufgelegte Einfhrung in das franzsische Regierungssystem weist ihn als einen der we- gen deutschen hochrangigen Experten der franzsischen Politik aus. Kein W- der, dass auch das vor 20 Jahren gegrndete interdisziplinre Frankreich- Zentrum der Universitt an Udo Kempf interessiert war und ihn als Gastprof- sor gewann. Mit Udo Kempf zusammenzuarbeiten macht Spa. Ich selbst habe mit zwei Beitrgen gerne an seinem zweibndigen Werk Kanzler und Minister mit- wirkt. Besonders bemerkenswert ist das Bemhen der Herausgeber, die politis- biographischen Abhandlungen durch eine systematische Analyse von Reg- rungstechnik und Regierungsstilen der Bundeskanzler zusammenzubinden wie es von einem Schler Steffanis und von Beymes nicht anders zu erwarten war.
