Das Anprangern von Menschenrechtsverletzungen ist das derzeit gngigste Instrument zur Durchsetzung von Menschenrechten in der internationalen und transnationalen Politik. Andrea Liese analysiert, wie sich Nichtregierungsorganisationen und Kontrollorgane im Menschenrechtsregime der Vereinten Nationen bzw. des Europarats dieses Instruments bedienen und wie es sich auf die Menschenrechtspolitik in liberalen und defekten Demokratien auswirkt. Anhand von vier Lnderstudien zu gypten, Israel, Grobritannien und Nordirland sowie der Trkei in den 1990er Jahren zeigt die Autorin am Beispiel des internationalen Verbots von Folter und Misshandlung auf, welche Vernderungen in der innerstaatlichen Menschenrechtspolitik das Anprangern bewirkt (bzw. nicht bewirkt), durch welche Strategien Staaten dem Anprangern entgehen und wieso es nicht zu anhaltender Normachtung in der politischen Praxis fhrt. Zur Erklrung dieser begrenzten Wirkung des Anprangerns nutzt sie einen Brckenschlag zwischen rationalistischer und soziologischer Institutionentheorie.
