Die Autorin greift die amerikanische Debatte um das Policy-Making der Gliedstaaten auf und wendet sie auf den deutschen Kontext an. Anhand der Arbeitsmarktpolitik der Bundeslnder wird gezeigt, dass die Lnder als Laboratorien fr Politikinnovationen fungieren und Diffusionsprozesse einleiten. Bei allen Defiziten des deutschen Frderalismus zeigt er sich flexibler und leistungsfhiger als zumeist unterstellt. Die Ergebnisse der Untersuchung sind geeignet, sowohl der Fderalismusdiskussion in Deutschland als auch der Policy-Forschung neue Impulse zu geben.
