Das Buch bietet neben persnlichen Interviews mit schsischen Bauunternehmen eine umfassende theoretische Analyse der Marktmechanismen. Im Ergebnis konnten fr die betrachteten Unternehmen keine relevanten allokativen Wirkungen festgestellt werden - weder statistisch noch empirisch. In Teilbereichen traten jedoch u.a. Engpsse im Bereich der Nachunternehmer auf. Insgesamt sollte, insbesondere im Hinblick auf den Investitionsstau im Infrastrukturbereich, eine langfristige Verstetigung staatlicher Bauausgaben diskretionren Stimuli vorgezogen werden.
