Obwohl seit annhernd dreiig Jahren im Grundgesetz verankert, rcken Finanzhilfen des Bundes immer wieder in das verfassungsrechtliche Rampenlicht. In einer finanztheoretischen und finanzpolitischen Analyse von Investitionshilfegesetzen nach Art. 104 a Abs. 4 GG geht Stefan Huckemann der Frage nach, welche Anforderungen grundstzlich an ein Strukturhilfeprogramm zu stellen sind, damit es sachadquat ausgestaltet ist. Am Beispiel des Strukturhilfegesetzes, das mit zahlreichen anderen Investitionshilfegesetzen verglichen wird, legt der Autor die Ausgestaltungsprobleme von Finanzhilfen dar. Er analysiert zunchst das Instrument der Finanzhilfen auf finanztheoretischer Basis um dann - unter Bercksichtigung der Theorie der Politikverflechtung - den Entscheidungsproze des Strukturhilfegesetzes im Hinblick auf die Ursachen der Ausgestaltungsprobleme zu durchleuchten.
