Die Intervention der NATO im Kosovo vom Frhjahr 1999 liegt jetzt mehr als ein Jahr zurck, sie hat dennoch einen nachhaltigen Eindruck in Europa und der brigen Welt hinterlassen. Zum ersten Mal wandte die NATO in massiver Form militrische Gewalt an, um eine "humanitre Katastrophe", d. h. die Vertreibung der albanischen Bevlkerungsgruppe aus dem Kosovo, zu verhindern bzw. wieder rckgngig zu machen. Zum ersten Mal wurde von der NATO dabei in die Souvernitt eines anderen Staates (der Republik Jugoslawien) eingegriffen, ohne dass dazu eine explizite Ermchtigung sei tens des Sicherheitsrates der Vereinten Nationen vorlag. Zudem zeichnete sich whrend des Konflikts und danach eine mgliche neue Konfliktlinie Eu ropas ab: zwischen dem Westen auf der einen Seite und Russland, Wei russland und Serbien auf der anderen Seite. In den vergangeneu Jahren war die Mglichkeit einer militrischen Inter vention der NATO oder einzelner Mitgliedstaaten des westlichen Bndnisses im Sinne eines allgemeinen ordnungspolitischen Engagements (interlocking institutions) immer wieder theoretisch und vor allem politisch diskutiert wor den. Vor allem die Debatten ber die Mglichkeit eigenstndiger Operatio nen der Europer ohne oder mit Hilfe der Amerikaner fllten ganze Bnde. Mit Ausnahme einer Phase im Sptsommer 1995, als NATO-Verbnde Lufteinstze gegen serbische Milizen in Bosnien-Herzegowina geflogen wa ren, stand der Realittstest noch aus. Der Kosovo-Einsatz war die erste harte Begegnung mit der Realitt, und man kann mit Recht behaupten, dass nach diesen Ereignissen nichts mehr so sein wird, wie es vorher war.
