Dabei beschrnkt sie sich nicht auf die rein institutionellen Restriktionen denen das Zentralbankhandeln unterworfen ist. Auch die mglichen konomischen Auswirkungen anderer Politikbereiche spielen eine wichtige Rolle. Der andere zentrale Themenkomplex erschliet sich durch die Frage nach der demokratischen Legitimitt. Die Studie zeigt die Schwierigkeiten der demokratietheoretischen Argumentation auf und diskutiert verschiedene Legitimationsmuster.
