Wahlsystematische Studien haben sich bisher hauptschlich mit den Auswirkungen von Wahlsystemen beschftigt. Das Buch geht dezidiert auf die Entstehungsbedingungen von Wahlsystemen ein. Dabei untersucht es die Auswirkungen der Faktoren in Transitionsprozessen vom Autoritarismus zur Demokratie, die fr die konkrete Ausprgung des neu zu schaffenden Wahlsystems verantwortlich sind. Durch einen historisch-genetischen Vergleich von vier Lndern werden Thesen ber ein mgliches "Design" von Wahlsystemen oder potenzielle Nutzenmaximierung von Politikern bei der Schaffung politischer Institutionen berprft.
