Demokratie ist relativ Sdafrika ist eine Demokratie. Das ist eine beinahe banale, heute vielleicht wenig berraschende Feststellung. Aber es ist auch eine schwerwiegende. Denn Sdafrika hlt einer ernsthaften berprfung moderner Demokratiekriterien stand -und wie viele Staaten der Erde nennen sich demgegenber Demokratien und sind doch kei ne? Nein, dieses neue Sdafrika ist keine Schein-Demokratie, es errullt harte pro zessuale und normative Kriterien eines modemen, differenzierten Demokratiever stndnisses. Sdafrika ist noch keine wahre Demokratie. Auch so knnte eine, diesmal wohl provozierendere Feststellung lauten. Denn: Da sind Mngel, die es verbieten, den Proze der durchdringenden Demokratisierung rur die Gesellschaft arn Kap als abgeschlossen zu betrachten. Aber, geht das berhaupt, das Abschlieen eines Demokratisierungsprozesses? Sicher, mag man vorpreschen, wenn die Demokratie etabliert ist, ist der Proze ihrer Ein-und Durchsetzung in einer Gesellschaft beendet. Das klingt plausibel, und doch darf daran erinnert werden, da kein politisch-gesellschaftlicher Proze irreversibel ist. Ein Kompromi mag gefunden sein, wenn man davon spricht, da eine Demo kratie konsolidiert sei. Dies scheint ein Zeugnis, das man nicht nur gerne ausstellt, sondern das man auch rur tragfhig halten kann. Konsolidiert heit zuerst einmal soviel wie sicher sein. Und zumindest die groen, klassischen Demokratien sind wohl tatschlich kaum in Gefahr -weder in den USA, noch in Grobritannien oder Frankreich. Also sind zumindest sie konsolidiert, auch wenn sie hier und da durch und durch undemokratische Elemente beherbergen. Und wie steht' s mit den mittel alten Demokratien, z. B.
