Diese beziehen sich auf die Mglichkeit der Stadt auch unter schwierigen Rahmenbedingungen als eigenstndiger politischer Akteur zu agieren und die Potenziale der brgerschaftlichen Selbstverwaltung. Dies belegt der Autor anhand einer Fallstudie ber den Konflikt um den (letztlich gescheiterten) Verkauf des stdtischen Wohnungsunternehmens in Freiburg und seine Auswirkungen.
