Anhand der Fallbeispiele Indien, Brasilien und Sdafrika untersucht Dana de la Fontaine die entwicklungspolitische Rolle sogenannter Emerging Donors seit den 1990er Jahren. Die Autorin beantwortet die Frage, inwiefern die Ausweitung der Sd-Sd-Geberaktivitten auf das Agieren bestimmter institutioneller Akteure auf nationaler Ebene in diesen Lndern zurckgefhrt werden kann. Gleichzeitig wird danach gefragt, aufgrund welcher Interessenslagen sich diese Akteure fr eine Ausweitung der Entwicklungszusammenarbeit eingesetzt haben. Aus theoretischer Sicht wird schlielich analysiert, ob diese Prozesse als ein auenpolitischer Wandel zu verstehen sind.
