Kernstck der europischen Politik im audiovisuellen Sektor ist die Fernsehrichtlinie, deren Ziel die Schaffung eines Binnenmarktes fr das Fernsehen ist. Anstelle des erforderlichen umfassenden Regelwerkes kam allerdings lediglich ein Minimalkonsens zustande. Constanze Farda untersucht die Fernsehrichtlinie mit Hilfe der Policy-Analyse. Sie zeigt auf, dass alle nderungen eine weitere Liberalisierung des Binnenmarktes fr das Fernsehen bewirkten und die Uneinigkeit innerhalb der EU-Kommission zum Scheitern einer Antikonzentrationsrichtlinie fr den Medienbereich fhrte. Auf einschneidendere ordnungspolitische Manahmen wurde zugunsten einer weiteren Deregulierung des Fernsehmarktes verzichtet.
