Der Europarat wurde als gesamt europisch Organisation gegrndet, wurde aber erst nach 1989 diesem Anspruch gerecht. Mit der Aufnahmen der MOEL ab 1989 und der Erffnung des Aufnahmeprozesses der Russischen Fderation ab 1992 bernahm der Europarat mit der Frderung seiner Trias aus Demokratie, Rechtsstaatlichkeit und Menschenrechtsschutz die aus der EZ bekannte Aufgabe der externen Demokratiefrderung in den neuen Mitgliedstaaten. Auf breiter Quellenbasis und Experteninterviews wird die Arbeit des Europarats aus politik- und rechtswissenschaftlicher Sicht analysiert und in die jngste europische Zeitgeschichte eingeordnet.
