In dieser Untersuchung zeichnet von Beyme systematisch die historische Entwicklung des parlamentarischen Systems seit der franzsischen Revolution nach. Was im 19. Jahrhundert "Demokratisierung" genannt wird, ist - so die These des Buches - allenfalls Parlamentarisierung. Die Demokratisierung setzte umfassend erst um 1918 ein und hat schon konsolidierte parlamentarische Systeme in eine schwere Krise gestrzt. Erst in der zweiten (1945ff), in der dritten (1970er Jahre in Sdeuropa) und in der vierten Welle der Demokratisierung (1989ff) in Osteuropa kam es zu einer erneuten Konsolidierung des parlamentarischen Systems. Das Buch prsentiert diese verschiedenen Phasen und die damit verbundenen Regierungssysteme.
