Der Autor macht die wesentlichen Unterschiede in der Verwaltungsautonomie sichtbar und kommt zu dem Ergebnis, dass autonome Verwaltungen einer strkeren politischen Kontrolle unterliegen als Verwaltungen mit geringer Autonomie.
