Die Studie zeigt, dass Parteien nach der Umsetzung ihrer Wahlversprechen streben. Ihr Erfolg hngt jedoch vor allem von den institutionellen Rahmenbedingungen (wie etwa einer spteren Regierungsbeteiligung im Allgemeinen oder der Verantwortung ber das relevante Ministerium im Besonderen), den Charakteristika eines Wahlversprechens (wie etwa Versprechungen ber die Beibehaltung des aktuellen Zustands und damit ber die Verhinderung einer Reform) sowie den vorhandenen externen Ressourcen (wie etwa einer guten wirtschaftlichen Entwicklung) ab.
