Er kommt zu dem Schluss, dass Minderheitsregierungen in Deutschland zu Unrecht den Ruf haben, irrational und instabil zu sein, und im Gegenteil eine sinnvolle Alternative zur Mehrheitsfixierung der Regierungsbildung darstellen. Mehr noch: Minderheitsregierungen knnen den individuellen Interessen der beteiligten Parteien mehr entsprechen als Mehrheitsregierungen und gerade darin ihre Stabilitt grnden.
