Aufbauend auf einer Rckschau, die die einschneidenden Entwicklungen im deutschen Bundesstaat insbesondere vor dem Hintergrund bedeutender Grundgesetzreformen wrdigt, folgt eine Bestandsaufnahme des aktuellen Zustands in den Bereichen Bildung, Innere Sicherheit und Integrationspolitik. Hierbei werden einerseits das Ausma an Wandel und Konstanz des deutschen Fderalismus ermittelt. Andererseits werden seine Leistungs- und Zukunftsfhigkeit sowie mgliche Reformbedarfe in international vergleichender Perspektive durch eine Analyse alternativer Fderalismusmodelle diskutiert.
