Die Arbeit untersucht die Entwicklung der Amerikanischen Deklaration der Rechte und Pflichten des Menschen, die 1948 von der Organisation Amerikanischer Staaten verabschiedet wurde. In einer ersten Entwicklungsphase werden die Grundstrukturen eines Regelungssystems zum Schutz der Menschenrechte geschaffen. In einer zweiten Phase beginnt mit der Grndung der Interamerikanischen Kommission fr Menschenrechte die Entwicklung eines Systems zur Kontrolle und Verwirklichung der in der Deklaration niedergelegten Rechte. Anhand einer Untersuchung und Auswertung der Praxis der Kommission von 1960 bis heute zeigt die Arbeit die Entwicklung der Deklaration als ursprnglich rechtlich nicht verbindliche Erklrung zu einer von den OAS-Staaten anerkannten Quelle vlkerrechtlicher Pflichten.
