In Deutschland hat sich etwas getan. Zu dieser Einschtzung gelangte jngst in ihrem aktuellen Bericht Doing Business 2006 auch die zur Weltbankgruppe gehrende International Finance Corporation (IFC). So jubelte der Chefvolkswirt der IFC, Michael Klein, im Handelsblatt: Es hat sich ganz einfach etwas getan in Deutschland insbesondere auf dem Arbeitsmarkt. Wenn man die Reformen in Deutschland mit denen anderer Lnder vergleicht, dann war das relativ viel. Und in der Frankfurter Allgemeinen Zeitung: Mit Blick auf den Arbeitsmarkt war Deutschland 2004 der Top-Reformer. Insbesondere die Lockerung des Kndigungsschutzes und die Zusammenlegung von Arbeitslosen- und Sozialh- fe fanden beim Chefvolkswirt der IFC ein sehr positives Echo. So werde durch die Reformen die Suche nach Arbeit erleichtert. Langzeitarbeitslose knnten nun befristete Stellen annehmen um ihre Qualifikation zu verbessern. Das klingt angesichts der ffentlichen Kritik vor und whrend der Einf- rung des Arbeitslosengelds II fast ein wenig zu erfreulich. Wer htte das gedacht, dass nach einer Zeit heftiger Proteste im Herbst des Jahres 2004, der fast kata- rophal zu nennenden Einfhrung des Arbeitslosengeldes II zum Jahreswechsel 2004/2005 und den zum Teil erheblichen finanziellen Einschnitten, denen sich ehemalige Arbeitslosenhilfe- und Sozialhilfeempfnger seitdem konfrontiert sehen, die Reformen letztendlich doch noch ein so positives Echo finden w- den? Indes allzu viel Euphorie scheint dennoch unangebracht. Diesen Eindruck will selbst der deutsche Weltbankvertreter nicht erwecken: Zwar sei nicht von der Hand zu weisen, dass sich die Perspektiven fr Wachstum und Beschf- gung verbessert haben.
