Der Terminus beschreibt die Gesamtheit der Manahmen auenpolitisch agierender staatlicher Akteure, die auf die Adressierung auslndischer ffentlichkeiten abzielen und dabei das Ziel der Steigerung der soft power des durch sie vertretenen Staates verfolgen, wobei sie zur Erreichung dieses Ziels Instrumente aus dem Gebiet der Public Relations adaptieren, Netzwerkbildung betreiben und auenkulturpolitische Manahmen implementieren. Anhand einer Befragung aller deutschen Auslandsvertretungen konnten Strken wie auch Schwchen der deutschen Public Diplomacy identifiziert werden.
