Dabei handelt es sich um eine bundesweite Experten-Befragung mit zwei Befragungswellen. Sie adaptiert die klassischen Elemente des Delphi-Ansatzes, indem zwischen prospektiven und normativen Perspektiven differenziert wird, geht aber im Forschungsprozess eigene Wege.
