Das ffentlichkeitsdefizit gilt als Kern eines strukturellen Demokratiedefizits der Europischen Union. Viele Beobachter bezweifeln, dass eine lebendige politische ffentlichkeit im vielsprachigen Raum Europas vorstellbar sei und glauben, die EU-Brger redeten chronisch "aneinander vorbei". Dahinter steht die Annahme, die Voraussetzungen politischer Kommunikation seien jenseits des Nationalstaats schlichtweg nicht gegeben. Diese hermeneutische Prmisse ist jedoch falsch. Politische Massenkommunikation in der Europischen Union ist nicht nur mglich, sondern bereits recht weit entwickelt und weder eine gemeinsame Sprache, noch transnationale europische Medien sind hierfr unerlsslich.
