:"Die Mhen der Ebene", entlehnt von Bertold Brecht, berschrieb Norbert Schneider sein erstes Grundsatzreferat als Direktor der Landesanstalt fr Rundfunk Nordrhein-Westfalen (LfR) im November 1993 vor deren Rundfunkkommission. "Es ist klar, was uns der Dichter damit sagen will: eben noch hat man geglaubt, man htte die grten Probleme gelst und das Gebirge hinter sich. Da stellt man fest, da auch die Ebene ihre Tcken hat und da es jetzt erst richtig los geht." Das Referat enthielt auch einen Hinweiszur Programmqualitt: "Die Diskussion ber die Programmqualitt ist eine zentrale Aufgabe fr die nchsten Jahre." "Programmqualitt als Anspruch und Aufgabe" wurde deshalb als Untertitel dieser Festschrift aus Anlass des 60. Geburtstages von Norbert Schneider gewhlt.
