Dazu wird zum einen die inhaltliche Begrndung in Reden und Pressekonferenzen untersucht und gezeigt, dass sowohl ein gezieltes Framing als auch Motive des gerechten Krieges Grundlage staatlicher Legitimationsbemhungen sind. Gleichzeitig untersucht der Autor auch Organisationsstrukturen von PR, die aufgebaut wurden, um in einem von modernen Medientechnologien geprgten internationalen Medienumfeld zu bestehen. Dabei wird das Vorgehen der Regierungen in den USA und in Deutschland verglichen.
