Im letzten Teil werden die Problemfelder kontrovers diskutiert, indem die Akteure, ihre Interessen und die Hrden auf dem Weg zu einem sozialen Europa dargestellt werden. In allen drei Teilen werden die wissenschaftlich fundierten Debattenbeitrge jeweils durch zwei Stellungnahmen aus der politischen Praxis kommentiert.
