Eine detaillierte Analyse der inhaltlichen und der machtorientierten Interessen der beteiligten Akteure im Zeitablauf der Verhandlungen zeigt, dass vor allem letztere ber Erfolg und Misserfolg Sozialer Pakte entscheiden und dass die Entwicklung letztendlich von Bedingungen abhngig ist, die ber die reine Verhandlungsstruktur hinausgehen.
